History of Brgy. Rizal Poblacion

             The barangay Rizal Poblacion is derived from the name of our Hero, Dr. Jose P. Rizal. It is in the Poblacion of Lopez town, Quezon crossed by Maharlika Highway or Real Street and now Gen. Vera Ave. The part of the barangay is in the front or North direction of the Town Government Building. Barangay Gomez and the Pamilihang Bayan are on their western side and Barangay Magsaysay is on the eastern side crossed by the Talolong River that serves between Brgy. Rizal Pob and Brgy. Magsaysay: and in the North is also struck by the said Talolong River which separates between Brgy. Rizal Pob and Brgy. Guihay.

               In the year 1953, it was discussed and decided by the Local Government Council to divide the Poblacion into four parts called 4 Districts- Burgos District, Gomez District, Talolong District, and Rizal District. (Later it was called Distrito Rizal Poblacion because it has the name of the Barrio Rizal which is now called Rizal Rural).

               On September 17, 1954- The Local Government appointed Mr. Vevincio Ardevela as the Deputy Leader or Teniente Del Barrio of Rizal Poblacion and he was sworn in by the Chief of Town Kgg. Ceferino Osuna. The Second Town Chief at that time was Kgg. Jacinto Valencia.

               In the year 1965, there was the First Election that was elected Captain Del Barrio was Dr. Adelaide Alano. During Dr. Alano's tenure, he did many projects such as pits with hand pumps on the surface, and some of these pits are still being used to this day. As a doctor, he launched a free consultation for citizens with illnesses. His colleagues in the office were: Dr. Teodoro Salumbides, Mr. Felipe Cargar, Mr. Hilarion De Leon, Mr. Luis Pasamba, Mr. Vicente Verdan, and Mr. Paterno Alano. In the year 1968, there was another Election, and the winning Barangay Chief was Kgg. Marcelino Fernandez.

               In 1972 when President Ferdinand Marcos declared Martial Law, Kgg remained the Barangay Chief. Marcelino Fernandez until the year 1978. His colleagues in the office are Mrs. Adelaida Siazon, Mr. Rodelito Arche, Mr. Fidencio Salumbides, Mr. German Albos, Mr. Regino Cal, Mr. Conrado Atienza, Secretary- Pablito Argante and Ingat Yaman- Marianito Vasquez. In the year 1978, Captain Fernandez resigned and his secretary Mr. Pablito Argante took over as Barangay Chief.

               In the year 1980, Kapt. Marcelino Fernandez when Capt. died in the accident. Pablito Argante. The annual Festivities of Brgy. Rizal Poblacion started this year every June 19th, the birthday of Dr. Jose Rizal, and the installation of the Patron of the Barangay, the Sacred Heart of Jesus.

               The Barangay Election was held in the year 1984 and Dr. Adelaido Alano, Mr. Marcelino Fernandez, and Mr. Hilarion De Leon ran as Captains with the lucky winner being Mr. Marcelino Fernandez and the Councilors were: Mr. Job Arago, Mr. Fidencio Salumbides, Mrs. Violeta Masaganda, Mrs. Conchita Ardevela, Mrs. Generosa Abelito, Mr. Vicente Grimaldo Jr. His secretary is Mr. Lolito Rosales Sr. and Mrs. Ingat Yaman. Ulpiana Vilar. He formed Barangay Tanods to maintain peace and order in the barangay. It became a leadership project to put lights on the side of the road and alleys and built a Bahay Pulungan and Day Care Center. The leadership also tried to pave Kalye Anda covered by the barangay. Also appointed Lung Tagapapayapa and established a Women's Association called Kabilakat sa Kaunlaran at Kalinisan ng Kapaligiran led by Kapt Fernandez's wife Mrs. Grandma Fernandez During this same period, two (2) wells were built to provide clean water, especially during the summer or dry season. The program was also launched to maintain the cleanliness of the Talolong River fishing village of the river fishermen.

               In 1985, there was a change in the COMELEC System in the Barangay Election - whoever has the highest number of votes among all the candidates will be the Barangay President. The lucky one in this election is Kgg. Antonio D. Olega and his Kagawad are Kgg Job Arago, Kgg Rolando Zamora, Kgg Conchita Ardevela, Kgg Marcelino Fernandez, Kgg Vicente Grimaldo, Kgg Rosalinda Andayon and appointed Kagawad is Mrs. Natalia (Lily) Montero. The Secretary is Mr. Dionisio Argamosa and the Treasurer is Mr. Amang Santos, but after some time Mr. Santos replaced the Treasurer and the successor is Mrs. Elsa Adao. During this time, Kgd Marcelino Fernandez ran as Town Councilor and succeeded him as Brgy Kgd Mr. Liberato Budoy. Still, his tenure was not continued because he lost his life, and his replacement was Mr. Serafin Ablitas.

             In the year 1993, there was an Election for the Sangguniang Kabataan and the winner as SK Chairman was SK Alejandro Arago and his SK Kagawad were Ramil De Leon, Rene Gutierrez, Jonathan Curioso, Glenda Siazon, Leonardo Bacarro, SK Secretary Michelle Eslava and SK Ingat Yaman-Florinda Sta Maria. Under the leadership of Kapt Olega, the barangay was able to purchase a Lot in Zone 6, Dried River Road Phase I, and built the Day Care Center I there. For the first time, funds were given for the honorarium of the BHW or Brgy Health Worker and Brgy Police.

               In 1994, there was another Election and the candidates for Barangay Mayor were Mr. Rolando Zamora, Mr. Montano Abel, and ex-Capt Marcelino Fernandez. Kgg Rolando Zamora won the election and his Kagawad were Mr. Benjamin Canafranca, Mr. Job Arago, Mr. Julito Siazon, Mrs. Eliza Arche, Mr. Jacinto Mariquina Jr, Mr. Benito Paraiso, Mr. Serafin Ablitas. The Secretary is Mr. Querubin Soliman Jr and the Treasurer is Mrs. Elsa Adao. At the same time, Kgd Benito Paraiso ran for Town Councilor and his successor was Mr. Estanislao Ardevela. Secretary Querubin Soliman Jr also ran for Town Councilor and his replacement as Secretary is Mr. Genaro Zamora.

               In 1996, there was another Sangguniang Barangay Election, and the winner as SK Chairman was SK Ailie Vasquez and his members were SK Analyn Alcantara, SK Thadeus Lojie Caparros, SK Rosalie Aguilar, SK Michael Datario, SK Melanie Guamos. The Treasurer is SK Claire Arago and the Secretary is SK Emijane Zamora.

 

               In 1997, the Barangay Election was held and Capt. won again. Roland Zamora. His members are Mr. Efren Paraiso, Mr. Julito Siazon, Mr. Querubin Soliman Jr, Mr. Genaro Zamora, Mrs. Victoria Gutierrez, Mr. Honorato Villasoto, Mrs. Eliza Arche. The designated Secretary is Bb. Nanette Siazon and the Treasurer is Mrs. Elsa Adao. In the month of June 1997 Mrs. Adao was assigned as a Teacher at Day Care Center I and his successor was Mrs. Jaide A. Ramirez. In the month of September 1997, Mrs. Ramirez and his successor Mrs. Melania R. Barretto.

 

               In 1998, there were National and Local Elections; Kgd Querubin Soliman ran again as a Town Councilor so there was a choice to replace Mr. Soliman, and fortunately chosen and appointed Mr. BIENVINIDO MACAPAYAD SR.

               On July 15, 2002, there was another Barangay Election. The candidates for Punong Barangay are Engr. Juanito Zamora, Mr. Efren Paraiso, Mr. Montano Abel Sr, Mr. Serafin Ablitas, Mr. Benjamin Canafranca, and Capt. Rolando Zamora and for the third time Kapt won again. Roland Zamora. His successors are Kgd Victoria S. Gutierrez, Kgd Querubin Soliman Jr, Kgd Emerciana V. Bautista, Kgd Honorio E. Villasoto, Kgd Elisa C. Arche, Kgd Leonida R. Rondario, Kgd Julito M. Siazon. The appointed new Secretary is Mrs. Mildred R. Radines and Mrs. Melania R. Barretto remains Treasurer. In this administration, Mr. Rustico Villafuerte was appointed Barangay maintenance for the cleanliness of the barangay. In the Sangguniang Kabataan, SK Erika Lorraine Kate A. Aurellana won as SK Chairman. SK Kagawad are SK Bryan S. Gutierrez, SK Rudy Andayon, SK Estrella Marie Espedido, SK Renielle Merjudio, SK Kristine Jane Andes, SK Kristine Macapayad. SK Secretary is SK Jovelyn Arella and SK Ingat Yaman is Kristine Macapayad. During this time, Barangay Works were gradually carried out and efforts were made to purchase a Lot in Zone 6 covered by Dry River Road Phase I, to build a Concrete Barangay Government Building or Barangay Hall. The incumbents as members of the Board during this time are Mr. Dante Sevilla (President), Mr. Nicanor Capanzana (Vice President), Mr. Rene Imperio (Treasurer), Mr. Vicente A. Grimaldo Jr, Mr. Pepito Ardiente Sr, Mr. Rolando Requesto, Mr. Armando Abuel, Mr. Manuel Militante, Mr. Wenceslao Ardevela, Mrs. Elisa P. Alcantara, and Mr. Jacinto Mariquina Jr. The Barangay Police or Tanod are Ex-O Nestor Bello, Mr. Mauricio Siazon (Deputy Ex-O); Mrs. Delia Arche (Secretary); Myrna B. Paulibo (Treasurer); Mr. Dante Jimenez; Mr. Pablito Fermo; Mr. Crispulo Joe Villasoto; Mr. Paulino Arrera; and Mr. Edgar Borbon. The assigned BHWs are Mrs. Willywen R. Cataquiz; Mrs. Leonides P. Sevial; Mrs. Myrna V. Garbida; Mrs. Lydia R. Simbulan; Mrs. Feliciana O. Salumbides; Mrs. Alegria M. Surbona supervised by Rural Health Midwife Mrs. Clemen A. Siaga. The Sangguniang Barangay also assigned Barangay Rescue members who trained for preparedness in any Disaster that may come.

               In 2006, Kgd Leonida R. Rondario and Brgy Sec Mildred Radines, who both worked abroad, resigned, and Mrs. Elisa P. Alcantara was appointed as alternate Kagawad and Mr. Marlon V. Ardevela as alternate Secretary. On May 14, 2007, there was a National Election and on October 29, 2007, the Local Election was held. It was also followed by the Barangay Election and the Candidates for Barangay Mayor were Mr. Querubin A. Soliman Jr; Mr. Serafin Ablitas; Mr. Reynaldo A. Salumbides Jr. For the first time, Capt. won the Barangay Head. Reynaldo A. Salumbides Jr. and the Kagawads are Kgd Elisa P. Alcantara; Kgd Victoria S. Gutierrez; Kgd Nimfa V. Villanueva; Kgd Emerciana V. Bautista; Kgd Teofilo N. Banago; King Alejandro M. Arago; and Kgd Victoria Lorna P. Villasoto. Mr. Marlon V. Ardevela remained Secretary and Mr. Milo Thelmo R. Siazon was appointed Treasurer. In the Sangguniang Kabataan, Bb won SK Chairman. Alyza Jane C. Requirron.

              During the leadership of Captain Reynaldo Boy Salumbides, many Barangay Works were carried out such as pathways and street lights. The Barangay Hall is also connected to electricity. Those appointed to the Board are Mr. Lolito M. Rosales, Mr. Renato S. Valena, Mr. Pepito I. Ardiente Sr, Mr. Dante J. Sevilla, Mr. Medardo T. Villareal, Mr. Pedro C. Villafuerte, Mr. Lamberto L. Cargar, Mr. Alexander E. Castro, Mr. Artemio M. Lozano, Mr. Felixberto Paraiso, Mr. Benjamin V. Canafranca, Mr. Erwin Antonio Alfonzo D. Almase. The Barangay Police are Ex-O Edwin Santuyo, B/P Luther Militante, B/P Ramie Besmonte, B/P Secretary Emer Arela, B/P Paulino Arrera, B/P Delia P. Arche, B/P Glenn Madrazo , B/P Crispulo Joey Villasoto. The BHWs are Mrs. Willywen R. Cataquiz, Mrs. Leonides P. Sevial, Mrs. Myrna V. Garbida, Mrs. Edlyn Gonzaga, Mrs. Juvy Hernandez, Mrs. Josefa Banday. BNS is Mrs. Chona V. Ardevela and the assigned Midwife is Mrs. Clemen Siaga. On February 22, 2008, Kgd Alejandro Arago died and the recommendation and request to be replaced as Kagawad was his youngest sister, Bb. Juvy M. Arago and it was approved by the Sangguniang Barangay. Kgd Juvy M. Arago took the oath of office on March 11, 2008. This was followed by the resignation of Mr. Lolito Rosales as a member of the Municipal Justice Board and Mr. Paterno M. Montero was appointed to replace Mr. Rosales. who was then only retired as a Policeman.

               On February 17, 2009, the Barangay Secretary and Ingat Yaman of Brgy Rizal Poblacion changed, and it was in the person of Mrs. Shinette S. Castillo as Secretary and Mr. Marlon V. Ardevela as Barangay Treasurer. The members of the Sangguniang Barangay in the year 2010-2013 are Captain Reynaldo A. Salumbides, Secretary Shinette S. Castillo, Treasurer Victoria S. Gutierrez, Kgd Nimfa Villanueva, Kgd Elisa P. Alcantara, Kgd Melania R. Barretto, Kgd Juvy M. Arago, Kgd Lorna Villasoto, Kgd Emerciana V. Bautista, Kgd Juvy Nunez, and SK Erika P. Serdone.

 

               During the year 2013-2016, Barangay Rizal Pob was still led by Barangay Chief Reynaldo A. Salumbides. His colleagues in the office are Kgd Nimfa V. Villanueva, Kgd Eliza P. Alcantara, Kgd Lorna Villasoto, Kgd Juvy M. Arago, Kgd Melvin O. Najera, Kgd Benjamin Canafranca, Kgd Melania R. Barretto, Secretary Shinette S. Castillo and Treasurer, Victoria S. Gutierrez.

               In the year 2016- no Election took place, so Barangay Chief Reynaldo A. Salumbides continued his tenure. The Barangay Leadership consists of Kgd Nimfa V. Villanueva, Kgd Lorna Villasoto, Kgd Juvy M. Arago, Kgd Benjamin Canafranca, Kgd Melania R. Barretto, Kgd Eliza P. Alcantara and Kgd Melvin O. Najera. During this period, Kgd Eliza Alcantara died and her husband Mr. Epitacio Alcantara replaced her. Kgd Melvin O. Najera resigned because he went to another country to work there. He was replaced by Treasurer Victoria S. Gutierrez and the successor treasurer is his daughter-in-law Victoria B. Gutierrez. Mr. Alexander E. Castro was appointed as Secretary in the last quarter of 2017.

               On May 14, 2018, the Municipal Elections were held. The three Kagawads, Kgd Nimfa V. Villanueva, Kgd Victoria Lorna P. Villasoto and Kgd Melania R. Barretto, ran for Barangay President. Kgd Melania R Barretto was the winning Captain. The winning Kagawad from the order of rank are Kgd Christopher Ace (Tophel) S. Tamayo; Kgd Glorife (Pops) E. Montero; Kgd Juvy M. Arago; Kgd Gina R. Salumbides; Kgd Mario Rodel (Jojo) M. Zamora; Kgd Elsa A. Pilarca; and Kgd Leonida (Nida) R. Rondario. Retired Policeman Paterno M. Montero was appointed and appointed Secretary of the Sanggunian by Captain Barretto and Mr. Celso V. Aguila was appointed and appointed Ingat Yaman of the barangay. In the Sangguniang Kabataan, SK Jessie Emanuel F. Paraiso won as Chairman and his members were SK Zhaira N. Paraiso, SK Richelle A. Masaganda, SK Raquel C. Calabia; SK Richmond T. Caliwara, SK Princess T. Lopez, SK Carla Jayne Sionicio, and SK Joshua M. Arandela. SK Jonas C. Arellano and Ingat Yaman SK Elvin Kenneth S. Itable were appointed and appointed as Secretaries. SK Itable resigned from office so his successor was appointed SK John Roger M. Masaganda. The newly elected officials began to assume office and perform duties on July 1, 2018, and the new leadership has been active in all village activities and services to provide the citizens of Rizal poblacion with the basic services they need. Immediately drafted the Fund for the year 2019 and passed new ordinances for projects and the welfare of the entire community. Kap Lanie Barretto immediately repaired and renovated the Session Hall and turned it into an air-conditioned hall, as well as the office of the Punong Barangay. The entire office was also organized and Internal Rules were implemented to ensure that there is always someone in the Office to receive and provide the necessary services to the barangays. Appointed additional BHWs and increased the honorarium for them so that BHWs can be more motivated and active in their work. Also formed 12 Barangay Justice consisting of Mr. Renato H, De Asis (President); Pastor Mateo C. Mancenido (President); Mr. Renato S. Valena ( Secretary), Mr. Querubin A. Soliman ( Wealth Manager), Mr. Felicisimo Pasta, Mr. Ricardo T. Aringo, Ex-Kgd Teofilo N. Banago, Mr. Reynaldo Borbon, Mr. Eduvigio ( Divine) A. Aureada, Mr. Esmeraldo R. Sta Maria Jr, Mr. Carlos D. Pacheco, and Mr. Enrique Boban. The Barangay Police or Tanods were re-formed led by Ex-O Rogelio Besmonte who resigned after a few months and was replaced by Ex-O Noe Paglinawan. Ex-O Paglinawan also resigned. Justice Enrique Boban resigned as a Board member and voluntarily applied as Ex-O of Tanod, so he was appointed Ex-O of Brgy Tanod. Efforts were made by Barangay Chief Lanie Barretto and Treas. Boyet Aguila requested an ambulance from the Mayor, to which the good Mayor Rachel A. Ubana immediately responded and provided funds to the barangay to purchase an ambulance. Although the fund was not enough for the price of the ambulance, the committee tried to increase the fund and the Management successfully bought an ambulance. The Day Care Center 2 was also funded and completed. For the first time, the Sanggunian was able to hold the Christmas Village Contest in December 2019, where all the Zones participated in the beautification of Christmas Lights and Decor. The entire barangay community was encouraged by this Sanggunian project. The good programs of Kap Lanie Barretto's leadership would have continued, but these programs were hindered and interrupted due to the Pandemic of the harmful Corona Virus Covid 19.

               Here the leadership's ability and leadership were tested because despite this test, the leadership maintained stability and properly managed the entire community to implement the Lock Down on March 15, 2020, and the implementation of strict Health Protocols. The barangay was able to properly manage the spending of the Disaster Fund and was able to immediately provide aid Food Packs to the barangays who were trapped in their own homes due to the enhanced community quarantine that was implemented. The distribution of cash aid and food packs from the National and Local Governments was also well managed. This incident is a nightmare in the lives of all citizens. Some people tested positive and died in the barangay due to the Covid disease, so the Local IATF tightened the implementation of the Locked Down and closed all the main Road Corners. There was an ECQ Pass for the Head of the Family who was the only one allowed to leave the home for the basic needs of food and medicine. Guards were appointed called BEP Patrollers or Barangay ECQ Patrollers made up of Kagawad and citizen volunteers. The members who were in charge of guarding the Checkpoint at the corner of Kalye Dolores and Kalye Anda and the corner of Copi and Rosario St. were divided into two groups. The BEP Patrollers who sacrificed day and night to guard the Checkpoint are the 7 Kagawad and volunteers SK Jessie Paraiso, BRK Alex Castro, BT Renato Pisig BT Rafael Omana, BT Raul Curioso, BT Gerry Catan, BT Paulino Marbida, Brgy Justice Teofilo Banago, Brgy Justice Ricardo Aringo, Brgy Justice Enrique Boban, and Civilian Volunteers Rosario Sta Maria, Mark Magracia, Merlin Marfil, Feliciano Florido, Rodrigo Sta Maria, Neildrin Siazon, Benhur Cedeno, Erenio Cardiel, Angelico Pelagio, And Nicson Cabuyao.

 

               The Contact Tracing monitoring by the BHWs who became the main members of the BHERT or Barangay Health Emergency Response Team was also a great help and was successful. The difficult situation of the barangays was made worse when four (4) consecutive Typhoons Ofel, Pepito, Quinta, and Ulysses within 2 months in October and November 2020 hit Lopez flooding Rizal Pob and destroying several homes. But because the leadership showed care and concern for the people, the people of Rizal poblacion immediately adjusted to the situation. There are some reprimands and violators of health protocols but the majority follow and show discipline themselves. In spite of the pandemic, Kap Lanie Barretto's leadership continued the Barangay Works such as drainage canal, pathway, and solar lights. The barangay staff and workers were also given Life Insurance and funds were allocated to pay Phil Health. The Sanggunian also purchased the necessary equipment that can be used by Rescue personnel during disasters, such as safety helmets, handheld radios, life jackets, and other rescue materials. The medicine supplies to the barangay Health Center are also continuous from the funds allocated for it. The Sanggunian also purchased 1 heavy-duty Xerox machine for the necessary copies of papers and documentation. Also installed 8 CCTVs in Brgy Hall and main areas and corners of roads. And in order to increase the communication system and virtual meetings that are conducted during the pandemic, the barangay was also able to connect to a proper Internet. The Sanggunian has an annual allocation of funds to Organizations or Samahang Pambarangay such as SKL, ERPAT MOVE, Senior Citizens, Solo Parents, and PWD. The burial assistance of the deceased Senior Citizens was also raised to the amount of P1,200.00. The abandoned large Lot of the Barrameda Family was also leased by the barangay where a small part of it was made into a garage for the Barangay's Ambulance and Garbage Truck, while the larger part was agreed to be developed for Urban Gardening and Environmental Park project.
